For raising the energy efficiency of buildings, the European Parliament and the European Council enabled the Directive on the Energy Performance of Buildings.

Since 2006 it is obligatory to have an energy certification if a building is new built, selled or rented. BUDI aimed to implement energy performance certification for buildings, using a regional approach and focusing on two key building types: apartment blocks and public buildings. The plan was to roll out pilot actions, informational campaigns, tools and advices, training sessions for independent experts, accreditation schemes, as well as the development of regional information and competence centres. Training seminars were carried out in order to qualify certification experts; over 200 were trained during the project, with more to follow. Early experience on training schemes was shared with the national training bodies across Europe.
